About the Opportunity

The Quality Planning Technical Officer is responsible for developing applicable Inspection and Test Plans (ITP) for production packages which allocates the appropriate Objective Quality Evidence (OQE) that forms the basis for Collins Class Submarine (CCSM) certification in accordance with the Subsafe manual requirements and SSN to USN requirements.

Quality Planning Technical Officer are also required to audit work packages and OQE upon completion to ensure compliance in accordance with appropriate engineering, quality, SUBSAFE and corporate policies.

The Quality Planning Technical Officer will contribute to ensuring high-quality, safe and efficient work practices that support a ‘right-first-time’ philosophy. A core function of this role will be deck plate quality inspections of work in execution on submarines and other work fronts to ensure work scope compliance and correct completion of work scope and OQE.

The Quality Planning Technical Officer will be required to undertake regular shift work in order to support the achievement of program milestones and quality improvements across the various production work fronts (day and afternoon).

Additionally, the Quality Planning Technical Officer will take part in the assessment of workflows, identification of inefficiencies, and development of solutions to enhance operational effectiveness and support continuous improvement.

Responsibilities

• Deliver safe, accurate and efficient Quality products.
• Ensure all ITP and OQE requirements are prescribed accurately, consistently and efficiently in support of work task and submarine certification.
• Ensure all work pack and OQE audits are performed in a structured, consistent, and effective manner to validate compliance requirements.
• Administration of departmental, CoA and corporate data bases including PMST, NCR and IFS.
• Conduct deck plate audits of work in execution to ensure work scope compliance and OQE completion to required standard. 
• Develop and maintain relationships with internal and external stakeholders in order to effectively support program deliverables.

About you 

ESSENTIAL QUALIFICATIONS

• Trade or Tertiary qualifications in an engineering and/or technical discipline.
• 3–5 years of post-qualification experience in Defence, heavy industry, or other highly regulated sectors. 

DESIRED SKILLS AND EXPERIENCE

• Proven experience and competency with quality/certification systems in a dockyard or heavy engineering environment.
• Demonstrated experience and competency in the management and leadership of a cross-functional team across multiple projects and locations. 
• Have high level conceptual, analytical and decision-making skills with the ability to interpret (both ASC and customer) social, political and operating environments.
• Problem solving at the highest level of complexity and importance that materially affect the value, viability and profitability of ASC.
• Knowledge of submarine systems, equipment and their interrelationships.
• Ability to read and interpret complex technical drawings and schematics.
• Experience with CCSM maintenance requirements and quality regulations including ISO17025.
• Eligible for Australian Department of Defence security clearance to at least Negative Vet 1. 
• Strong communication and influencing skills across all levels - written, verbal and interpersonal.
• Proven ability to influence and lead change and business improvement.
• Ability to manage priorities and achieve deadlines within a fast-paced environment.
• Ability to obtain TS-138 Critical Systems qualification post-employment.
• Ability to obtain SUBSAFE Level 2 Engineering qualification post-employment.

Eligibility

This role requires a current National Police Clearance and an Australian Defence Security Clearance. Your eligibility for this role is dependent on you obtaining and maintaining such clearance.
