ASC is Australia’s submarine company. We built the Royal Australian Navy’s Collins Class submarines, sustain them, and are now delivering their Life of Type Extension to increase the boats’ service lives. We have also been selected by the Australian Government to sustain and jointly build the nation’s conventionally armed, nuclear-powered submarines – the largest and most complex industrial undertaking in Australia’s history.

Our work is interesting and meaningful, contributing directly to Australia’s national security. We offer rewarding roles that provide the opportunity to grow your career, and the flexibility to balance life and work. A career at ASC is like no other, delivering a deeper purpose we can all be proud of.

About the Opportunity

As the L&D Specialist – Technical Competency Frameworks, the role sits at the centre of shaping how capability is defined, developed, and sustained at ASC. It leads the design, establishment, and long‑term success of enterprise‑wide competency frameworks across critical capability areas.

Working in close partnership with contractors, Organisational Development, and external consultants, the role translates complex role requirements into practical, embedded frameworks that teams can confidently apply.

Once established, ownership of the framework’s ongoing evolution, governance, and relevance ensures continued alignment with business priorities, workforce planning, and future capability needs. This is a highly visible, customer‑facing role with deep engagement across subject matter experts, leaders, and external partners, well suited to work that requires collaboration, influence, and a focus on making change sustainable.

Responsibilities

  • Partner with contractors and external consultants to design and establish competency frameworks.
  • Work closely with Organisational Development to embed governance and long‑term maintenance requirements.

  • Facilitate interviews, workshops, and focus groups to validate competencies and behaviours.
  • Ensure competency frameworks align with organisational strategy, workforce needs, and values.
  • Act as a trusted advisor to stakeholders, clearly communicating purpose, benefits, and outcomes.
  • Maintain strong relationships with internal customers and external partners to ensure continued relevance and adoption.

About you

  • Demonstrated experience designing, implementing, or maintaining competency frameworks.
  • Strong stakeholder engagement capability, including working with senior leaders and SMEs.
  • Experience partnering with external consultants or contractors on capability or OD initiatives.
  • Solid understanding of organisational development principles and workforce capability planning.
  • Ability to translate complex role requirements into clear, measurable competencies.
  • Strong facilitation skills, with experience running workshops and structured consultations.
  • High attention to detail, with the discipline to maintain frameworks once established.
  • Confident communicator, able to engage technical and non‑technical audiences.
  • Experience in a large, complex, or highly regulated environment is advantageous.
