About the Opportunity

This is a unique opportunity to lead and shape learning delivery partnerships and projects in a technically complex, highly regulated environment. You will be accountable for the engagements and analysis, design, development, implementation and evaluation of learning and development initiatives that build capability, improve performance, and strengthen organisational culture.

The role provides leadership support and direction to a small team of L&D Specialists and Advisors, focused on priorities and ensuring high-quality, consistent delivery. You will work closely with the workforce training partnerships manager and external partners, including Defence stakeholders, to influence decisions and translate strategic capability requirements into practical, effective learning solutions.

Your work will span state and national training frameworks to analyse training needs and competency requirements, solution design, and end‑to‑end delivery of complex learning initiatives. You will lead projects from concept through to implementation, coordinate and facilitate stakeholder consultation both internally and externally, and ensure outcome delivery is timely, compliant, and aligned to business outcomes.

You will maintain strong relationships across the business, including operational teams and People and Culture, to support day‑to‑day stakeholder management while contributing to continuous improvement. A key focus of the role is supporting leaders and technical teams to have suitable education and capability uplift options available in an environment where precision, compliance, and clarity matter.

 

Responsibilities

  • Lead the design and development of learning solutions, taking an active role from concept through to managing initiative pilot delivery.
  • Partner with external providers, including universities, VET organisations, and specialist training vendors, to develop fit‑for‑purpose capability programs.
  • Design learning programs focused on occupational outcomes and workforce capability.
  • Translate complex capability and compliance requirements into practical education and development solutions.
  • Coordinate workshop delivery, evaluation, and continuous improvement of learning projects while managing multiple stakeholders and dependencies.
  • Build strong relationships across the business and with external partners to support sustainable education delivery in a complex environment.
  • Prepare stakeholder brief to support leaders with external engagements

 

About You

  • Vocational or tertiary qualification in HR, Learning and Development, Adult Education, or equivalent experience.
  • Extensive experience in delivering learning and development initiatives, with a strong project delivery background.
  • Demonstrated experience in capability development, including application of national skills frameworks and use of data to inform outcomes.
  • Proven experience leading L&D projects end to end, with a willingness to stay close to delivery and “do the work” alongside your team.
  • Strong understanding of University and the VET sector and the associated contemporary learning solutions and education delivery models.
  • Experience working with learning systems and related interfaces.
  • Exposure to workforce planning and strategic capability partnerships.
  • Demonstrated experience leading, mentoring, or supervising L&D professionals.
  • Strong stakeholder engagement skills, with the ability to influence senior leaders and manage complex external partnerships, including universities, VET providers, and capability partners.

 

Eligibility

This role requires a current National Police Clearance and an Australian Defence Security Clearance. Your eligibility for this role is dependent on you obtaining and maintaining such clearance.
