About the Opportunity

Join ASC as the Head of Proposals & Estimating, leading the bid and estimating functions for the Multiclass Class Sustainment (MCS) program. Reporting to the Deputy Chief Operating Officer, you’ll oversee the development of high‑quality estimates, proposals and contract change submissions that support ASC’s commercial strategy and customer commitments.

In this strategic role, you will manage the end‑to‑end lifecycle of bids and proposals, ensuring strong governance, accuracy and timely delivery. You’ll lead a skilled Bid & Estimating team across bid development, cost estimation, pricing, risk and submission preparations, driving continuous improvement and operational excellence.

This is a key leadership position shaping the commercial success of the MCS program and contributing to ASC’s long‑term business outcomes.

This is a full-time opportunity and may be based from either South Australia or Western Australia.

Responsibilities

  • Lead the integrated bid and estimating functions for the Multiclass Class Sustainment (MCS) program, working closely with Heads of Commercial and senior stakeholders.
  • Oversee the delivery of high‑quality estimates, proposals and contract change submissions that align with ASC’s commercial objectives and meet all customer and contractual requirements.
  • Maintain a strategic, whole‑of‑business perspective, identifying long‑term issues, risks and opportunities that support ongoing program and business success.
  • Collaborate with the MCS leadership team to ensure bid, estimating and CCP activities are aligned with program strategy and delivery priorities.
  • Establish and embed robust frameworks, processes and governance for estimating, bid management and contract change control.
  • Lead and develop the Bid & Estimating team, setting clear direction, performance expectations and a culture of continuous improvement.
  • Manage the end‑to‑end lifecycle of bids and contract change proposals, from opportunity qualification and win strategy through to submission and debrief.

 

 

About you 

  • Tertiary qualifications, such as Business, Commerce, Accounting or Project Management and/or demonstrated industry experience
  • Proven ability to set and communicate a clear vision for best practice in estimating bid and contract change management, fostering innovation and continuous improvement across both functions.
  • Demonstrated leadership in developing and implementing strategic frameworks for estimating, bidding, and contract change management in complex, high-value programs.
  • Strong commercial acumen with a deep understanding of contractual, financial, and risk management principles, particularly within Defence or similarly regulated sectors.
  • Extensive experience (typically 10+ years) in end to end, bid management, business development or commercial leadership roles, with a strong track record of success in major Defence or government contracts
  • Advanced proficiency in relevant tools and systems, including pricing tools, ERP systems, EVMS tools (e.g. Deltek Cobra), scheduling software (e.g. Primavera P6, Microsoft Project), and Microsoft Office, particularly Advanced Excel. (desirable)

Eligibility

This role requires a current National Police Clearance, an Australian Defence Security Clearance and an ability to access protected US defence technology. Your eligibility for this role is dependent on you obtaining and maintaining such clearances and approvals.
